Why

Correct — C. Jawaharlal Nehru Port at Nhava Sheva, across the harbour from Mumbai in Raigad district of Maharashtra, was built to take container traffic off the congested Mumbai Port.

A port planned to serve and relieve an existing major port is what satellite port means, and JN Port is the textbook example of one in India.

It opened in 1989 and absorbed the container trade Mumbai Port could no longer handle, which is the frame behind option (c).

Why the others are wrong

(a)
Mormugao — Mormugao in Goa is a natural harbour on the west coast, long associated with iron ore exports. It was developed on its own account, not to relieve another port.
(b)
New Mangalore — New Mangalore in Karnataka handles iron ore and general cargo for the south-west coast. The word New in its name is the bait — it is an independent major port.
(d)
Haldia — Haldia on the Hooghly in West Bengal does ease traffic on Kolkata Port, but it is run as the Haldia Dock Complex of that same port trust rather than as a separate port.

Concept

A satellite port is built near an existing major port to absorb its overflow, usually because the older port has run out of deep water, land or road access.

Mumbai Port, on the eastern side of Mumbai harbour, hit exactly that ceiling as containerisation grew. Jawaharlal Nehru Port was developed on the mainland side at Nhava Sheva to take the containers, leaving the older port its break-bulk and liquid cargo.

The same congestion logic explains new facilities elsewhere, such as Haldia downstream of Kolkata on the Hooghly.

This stem is clipped. Printed in full elsewhere in the 2024 papers it reads 'developed as a Satellite port to relieve the pressure at the Mumbai port' — see 26 Sep 2024, 12:30, GA Q.3 — and that rider is what makes the answer unambiguous. Supply the missing rider yourself when a stem looks this bare.
