Why

Correct — B. The Second Green Revolution Cell was placed at Patna, inside the ICAR Research Complex for Eastern Region (ICAR-RCER), the Council's lead institute for the eastern states.

The location follows the policy. The first Green Revolution stayed in the irrigated north-west, and the second is aimed at the rain-fed and flood-prone east — Bihar, Jharkhand, Odisha, West Bengal, eastern Uttar Pradesh, Chhattisgarh and Assam. Patna is the working centre of that region.

Why the others are wrong

Raipur — Raipur lies inside the same eastern target zone and has its own agricultural university, but the cell was attached to the ICAR eastern-region complex, which is not there.

Kolkata — Kolkata is the largest city of eastern India, which makes it the intuitive guess — the eastern-region research complex, however, sits at Patna.

Bhubaneswar — Bhubaneswar carries ICAR institutes of its own, but the Second Green Revolution Cell was not headquartered there.

Concept

The first Green Revolution of the 1960s ran on high-yielding wheat and rice varieties, fertiliser and assured irrigation, so it worked where canals and tubewells already existed — Punjab, Haryana and western Uttar Pradesh.

NCERT records that it was confined to irrigated areas and produced regional disparity.

The second Green Revolution is the attempt to move those gains east, where rainfall is plentiful but water control, seed replacement and credit are weak. Hence a coordinating cell inside the eastern-region research complex rather than in Delhi.

This is an institution question wearing geography clothes. What is really being tested is that the Second Green Revolution is an eastern India programme — once you know that, the answer is wherever ICAR put its eastern-region complex, and that is Patna.
