Why

Correct — C. Article 207 provides that a Money Bill in a State Legislature shall not be introduced or moved except on the recommendation of the Governor.

Article 199 defines what counts as a Money Bill for a state, and Article 198 confines its introduction to the Legislative Assembly.

The prior permission the question asks about therefore belongs to the Governor, option (c).

Why the others are wrong

(a)
Auditor General — Auditor General has no role at the introduction stage. India's audit office examines accounts after money has been spent and reports to the legislature.
(b)
Finance Minister — Finance Minister is the one who moves the Bill in the House, which is why this reads well, but the constitutional precondition is the Governor's recommendation.
(d)
CAG — CAG is the same audit office under its full name. Articles 148 to 151 give it audit and reporting duties, none of them a say in whether a Money Bill may be introduced.

Concept

Money Bills are ring-fenced because they commit public funds. The Constitution makes the executive the gatekeeper: nothing drawing on the Consolidated Fund reaches the floor unless the head of the executive recommends it.

At the Union that is the President under Article 117, with Article 110 supplying the definition. In the states the mirror provisions are Article 207 with Article 199.

A Money Bill also travels one way only. It starts in the popularly elected House, and the second chamber may recommend changes but cannot force them.

Two options name the audit office, one abbreviated and one spelled out. Neither has any function at introduction, which narrows the item to the two remaining names quickly.
