Why

Correct — B. Neeru-Meeru is Telugu for Water and You, and it is the water-conservation campaign of the Government of Andhra Pradesh.

It put people to work building rain-water harvesting structures — percolation tanks, check dams and farm ponds — so that runoff was held where it fell and groundwater was recharged.

The name is the shortest route to the answer: a Telugu title belongs to a Telugu-speaking state → option (b).

Why the others are wrong

(a)
Uttar Pradesh — The scheme name is Telugu, not Hindi, which rules Uttar Pradesh out before you know anything else about the programme. Language of the title is the fastest filter on state-scheme items.
(c)
Punjab — No Punjab campaign carries this name. Punjab's water question is falling groundwater under paddy cultivation, and it is argued in terms of crop diversification rather than harvesting structures.
(d)
Rajasthan — Rajasthan is the state of traditional desert water harvesting — kunds, tankas and khadins — but those are local structures with local names, not a government campaign called Neeru-Meeru.

Concept

State water-harvesting questions reward two habits.

First, read the language of the name. Neeru-Meeru is Telugu and Mukhyamantri Jal Swavlamban Abhiyan is Hindi, and in most cases the language fixes the state before the scheme's content matters at all.

Second, separate a structure from a programme. Kund, tanka, khadin, johad and zing are traditional structures tied to a region and built by communities.

Neeru-Meeru is a government campaign that builds structures — percolation tanks, check dams and farm ponds — with public participation.
