Why

Correct — B. Vinai Kumar Saxena was appointed Lieutenant Governor of Delhi in May 2022 and took oath later that month.

He came to the post from the chairmanship of the Khadi and Village Industries Commission, and he filled the vacancy left by Anil Baijal, who resigned earlier in the same month.

Ram Nath Kovind, who made the appointment, was then in the closing weeks of his term as President → option (b).

Why the others are wrong

Vijai Kapoor — Vijai Kapoor held the office years earlier, not in 2022. He is a former Lieutenant Governor of Delhi, which is exactly why his name is set here.

Anil Baijal — Anil Baijal is the man being replaced. He was Lieutenant Governor of Delhi until he resigned in May 2022, and that resignation is what created the vacancy.

Kiran Bedi — Kiran Bedi's Lieutenant Governorship was in Puducherry, not Delhi. She was removed from that office in 2021, and she never held the Delhi post.

Concept

Delhi is not a full state. It is the National Capital Territory, and Article 239AA, inserted by the 69th Amendment Act, 1991, gives it a Legislative Assembly and a Council of Ministers while keeping the Lieutenant Governor as its administrator.

The Lieutenant Governor is appointed by the President, not elected. Public order, police and land are kept outside the Delhi Assembly's law-making power.

That split is why the office keeps returning to the news, and why SSC treats a change in it as a current-affairs fact worth asking.

The question fixes a month, so the answer is fixed too — it is not asking who holds the office now.

Two of the four names have genuinely been Lieutenant Governors, and one of them held this very office until earlier in the month the question names.
