Why

Correct - B. NIPUN Bharat was launched in July 2021 by the Ministry of Education, through its Department of School Education and Literacy.

It runs inside the existing Samagra Shiksha scheme and carries one target: foundational literacy and numeracy - reading with understanding and basic arithmetic - for every child by the end of Grade 3. That is a schooling mandate, which is why the education ministry owns it and why option (b) is keyed.

Why the others are wrong

Concept

NIPUN Bharat is short for National Initiative for Proficiency in Reading with Understanding and Numeracy.

It comes directly out of NEP 2020, which made foundational literacy and numeracy (FLN) the school system's first priority: a child who cannot read for meaning by Grade 3 struggles with every later subject.

The mission is not a new ministry or a new fund - it is a national mission run under Samagra Shiksha, with states setting up implementation units and tracking learning outcomes against stage-wise goals.

The stem's phrase as in July 2021 is just the launch date; the answer turns only on which ministry owns school education.
