Why

Correct — B. Fearless Governance is Kiran Bedi's book, which is option (b) — her account of her term running Puducherry, published in January 2021.

Bedi was India's first woman IPS officer, appointed in 1972, and she was Lieutenant Governor of Puducherry from May 2016 until February 2021. The book came out while she was still in office.

Note the stem's wording. Puducherry is a Union Territory, so its head is a Lieutenant Governor, not a Governor. The paper is loose here; the office is not.

Why the others are wrong

Concept
