Both statements are factually correct, so the answer is 'Both 1 and 2'.

Why the other options are wrong — (b) Statement 1 (31 Rajya Sabha seats) is correct, but so is Statement 2 — UP does elect 80 Lok Sabha members — so restricting the answer to 'Only 1' is incomplete.
