Goa became India's 25th State on 30 May 1987 (56th Constitutional Amendment), having been the Union Territory of Goa, Daman and Diu since its liberation from Portugal in 1961; III. Jharkhand was carved out of Bihar on 15 November 2000 (Bihar Reorganisation Act, 2000); II. Telangana was carved out of Andhra Pradesh on 2 June 2014 (Andhra Pradesh Reorganisation Act, 2014). So the sequence is Haryana (1966) → Goa (1987) → Jharkhand (2000) → Telangana (2014) = IV, I, III, II.

Why the other options are wrong — (a) Wrong — this puts Goa first and Haryana (1966, the oldest) last, and places Telangana (2014, the newest) second; it is almost the reverse of the true order.
