Correct — option (3), both provisions are correct. The August Offer was announced by the Viceroy, Lord Linlithgow, on 8 August 1940, at a moment when the war in Europe had turned badly against Britain and the Congress ministries had already resigned over India being declared a belligerent without consultation. Its contents map directly onto the two statements printed here. Statement (a) is the dominion-status promise. The Offer named dominion status as the objective for India — a fully responsible government of the kind the self-governing dominions already had — and undertook that after the war a body representative of Indian opinion would be set up to frame the new constitution. The Marathi column renders this as a responsible system of government 'on the lines of a colony', and the English column as 'on the lines of a colonial freedom', both of which are the standard rendering of dominion status in textbook Marathi and Hindi; the phrase is clumsy in English but it is describing the correct provision.
