It began life as an Ordinance promulgated in November 1951 and was enacted as a full statute the following year, which is the year the question is asking for. Its purpose was to create a compulsory contributory provident fund for workers in factories and other establishments — a fund built out of matching deductions from the worker's wages and contributions from the employer, held in trust and paid out on retirement, on leaving service after a qualifying period, or to the family on death.
