Correct — option (4). Alfred Weber's account of industrial location, published in 1909, is a least-cost theory: it holds that a manufacturer will settle at the point where the total cost of production and distribution is lowest, and the whole model is constructed by taking transport cost as the primary determinant and treating everything else as a modification of it. The argument proceeds in two stages, and the order of the stages is what makes transport cost the pivot. Weber first locates the point of minimum transport cost, using the locational triangle whose corners are the sources of the raw materials and the point of consumption. The pull exerted by each corner is proportional to the weight that has to be moved from or to it and to the distance over which it must travel, so the optimum position within the triangle is decided by weights and distances alone. It is at this stage that the material index does its work: where the raw materials are weight-losing, the pull of the source is strong and the plant is drawn to it, since hauling material that will be discarded in manufacture is a waste of freight; where they are pure, the pull is balanced and the plant is comparatively free. Only after this least-transport-cost point has been fixed does Weber admit the other two influences he recognises — the cost of labour and the economies of agglomeration — and he admits them as deviations. From these assumptions the least-transport-cost point follows geometrically, and Weber represents the cost surface with isotims, lines of equal transport cost for a single commodity, and isodapanes, lines of equal total transport cost. The two secondary factors then enter. Labour may pull a plant away from the transport optimum if the saving exceeds the extra freight, the critical isodapane marking the break-even. Agglomeration may do the same, since firms clustered together share infrastructure, services and a pool of skilled labour, and deglomeration works in the opposite direction when congestion and land prices rise. The model is deliberately simplified, but its central discipline — that any move away from the cheapest transport point must pay for itself — survives the simplifications.
