Correct — option (3), All of the above. The World Bank's own account of the critical issues that India's urbanisation must address names poor local governance, weak finances, inappropriate planning that pushes up the cost of housing and office space, critical infrastructure shortages and major service deficiencies such as erratic water and power supply and inadequate transport, and a rapidly deteriorating environment. Four of those five appear as statements (a) to (d) in this question; only the infrastructure and service deficiency item is left out, so a candidate who has read the list and remembers it as five entries should not be unsettled by finding four on the page. Each of the four is worth understanding rather than merely recognising. Poor local governance refers to the diffusion of responsibility across three tiers of government and a crowd of parastatal agencies, so that water, drainage, transport, housing and development control in a single city may be handled by bodies answering to different masters, and no one authority can be held to account for the result; even the largest Indian cities do not control their own planning, finances, assets or institutions in the way a comparable city elsewhere would. Concept: India's urban problem is often described as one of speed, but the more accurate description is one of capacity. The 2011 Census recorded about thirty-one per cent of India's population as urban, and Maharashtra at about forty-five per cent was among the most urbanised of the large states, yet the institutions that run Indian cities were designed for a much smaller urban population and have not been rebuilt for the present one. The constitutional foundation was laid by the Seventy-fourth Amendment of 1992, which gave municipalities recognition in the Constitution, required regular elections, provided for ward committees and reservations, listed eighteen functions in the Twelfth Schedule that states may devolve, and created State Finance Commissions to recommend the sharing of state revenues with local bodies. The amendment enabled devolution rather than compelling it, and in practice states have retained control of the functions that matter most, above all town planning and the water and transport utilities, which are frequently run by parastatal boards and development authorities answering to the state rather than to the elected municipal body. The result is the diffusion of accountability that the World Bank's first item describes. The fiscal position follows from the same design: municipalities are given responsibilities without a matching revenue base, own-source revenue is dominated by a property tax whose coverage and valuation are usually out of date, and the shortfall is met by transfers that are neither predictable nor untied. Planning failure is a third layer, and the mechanism is specific: floor space limits and land use restrictions that prevent building where demand is greatest raise prices, push growth to the edges of the city and lengthen journeys, which in turn worsens the fourth problem, the environment.
