Correct — A, Shimla. The body that holds India's temperate-forest research mandate is the Himalayan Forest Research Institute (HFRI) of the Indian Council of Forestry Research and Education, at Conifer Campus, Panthaghati, Shimla, Himachal Pradesh. It opened in May 1977 as the 'High Level Conifer Regeneration Research Centre', set up to attack one practical failure — silver fir and spruce in the Western Himalaya were not regenerating naturally after felling. In the 1998 reorganisation of Indian forestry research the Government of India, expressly citing 'the problems of the Temperate Eco-system', upgraded that centre into a full-fledged research institute. Its jurisdiction is Himachal Pradesh and Jammu & Kashmir — precisely India's temperate and alpine forest belt — and its mandate runs to eco-restoration of cold deserts and mined areas, regeneration of coniferous and broad-leaved temperate forests, and management practices in temperate and alpine stands. One honest caveat, because it changes how you revise this: ICFRE has no unit officially titled 'Temperate Forest Research Centre'. Read that list once and the logic is obvious — arid research from the edge of the Thar, rainforest research from upper Assam, tropical research from central India, temperate research from the Himalayan conifer belt. The vegetation scheme underneath it is Champion and Seth's 1968 classification, in which India's temperate groups are the Montane Wet Temperate, Himalayan Moist Temperate and Himalayan Dry Temperate forests: deodar, blue pine, silver fir and spruce above roughly 1,500 m, a different world from the sal and teak of the plains.
