Correct — D, Petroleum Conservation Research Association. PCRA was set up in 1978 under the aegis of the Ministry of Petroleum and Natural Gas, Government of India, and its single purpose is to make the country use less oil for the same work. It is not a regulator and it does not sell anything; it runs awareness campaigns, trains drivers and operators, carries out energy audits in industry and transport, and publishes fuel-efficiency guidance for households, farms, factories and fleets.
