Correct — C, Both 1 and 2. Both statements are supported by the text of the Despatch itself, sent on 19 July 1854 by Sir Charles Wood, President of the Board of Control of the East India Company, to Lord Dalhousie. Statement 1: the Despatch's own table of contents summarises its section on the medium of instruction, paragraphs 11 to 14, in a single line — “English in the higher departments for the few; the vernacular languages for the many”. Paragraph 14 spells it out: “the English language should be taught where there is a demand for it”, and while English continues “as by far the most perfect medium for the education of those persons who have acquired a sufficient knowledge of it to receive general instruction through it, the vernacular languages must be employed to teach the far larger class who are ignorant of, or imperfectly acquainted with, English.” English at the top, vernacular at the base — which is precisely what statement 1 claims. Statement 2 has two halves and both hold. On female education, paragraph 83 opens “The importance of female education in India cannot be overrated”, notes that “schools for females are included among those to which grants in aid may be given”, records the Governor-General in Council's declaration that Government “ought to give to native female education in India its frank and cordial support”, and even singles out for honour Rao Bahadur Magaubhai Karramchand, “who devoted 20,000 rupees to the foundation of two native female schools in Ahmedabad.” The section heading is “Female Education to be especially fostered”. On training, paragraph 79 states the principle in all but the modern word: “We have always regarded with special interest those educational institutions which have been directed towards training up the natives of India to particular professions, both with a view to their useful employment in the public service, and to enable them to pursue active and profitable occupations in life” — then promises support for medical colleges like those of Calcutta and Bombay. Paragraph 80 takes the Thomason College of Civil Engineering at Roorkee as the model and asks that “similar places for practical instruction in civil engineering should be established in other parts of India, and especially in the Presidency of Madras”. Paragraph 81 groups these as “institutions of an essentially practical character”, adds the “schools of industry and design” — Dr Hunter's at Madras and the one Sir Jamsetjee Jejeebhoy had offered to fund at Bombay — offers grants in aid “for the supply of models”, and welcomes the plan of “attaching to each zillah school the means of teaching practical agriculture”. Behind all of it stands paragraph 41, which makes the chief future object of Government “how useful and practical knowledge, suited to every station in life, may be best conveyed to the great mass of the people”. Both halves stand, so the answer is (c).

Why the other options are wrong — (a) This rejects the female-education and vocational half, usually because candidates associate Victorian education policy purely with producing English-speaking clerks for the administration. The Despatch is explicit on both counts: a whole section headed “Female Education to be especially fostered”, girls' schools declared eligible for grants-in-aid, and three consecutive paragraphs (79 to 81) on medical colleges, civil-engineering colleges, schools of industry and design, and practical agriculture in the zillah schools. A candidate who has read only the summary line about universities and grants-in-aid will pick this and lose the mark to a part of the document he never reached.  (b) This rejects the English-medium half, and it is the trap for anyone who over-corrects after learning that the Despatch championed the vernaculars. It did — paragraph 13 says flatly, “It is neither our aim nor desire to substitute the English language for the vernacular dialects of the country” — but that sentence is about mass and primary instruction. For those already equipped to use it, the very next paragraph calls English “by far the most perfect medium”. The document runs a two-tier policy, and quoting only one tier of it produces exactly this wrong answer.  (d) Rejecting both is the answer of a candidate who remembers only that Wood's Despatch created the three universities and the grants-in-aid system, and assumes nothing else in the option set can belong to the same document. Concept: Wood's Despatch is called the Magna Carta of English education in India because it was the first document to lay out a complete education system rather than a policy fragment. It settled the Orientalist–Anglicist quarrel with a compromise: paragraph 7 declares the object to be “the diffusion of the improved arts, science, philosophy, and literature of Europe; in short, of European knowledge”, but paragraph 13 insists “It is neither our aim nor desire to substitute the English language for the vernacular dialects of the country.” On machinery it was decisive. It ordered a Department of Public Instruction with a Director in each of the five provinces, set up in 1855; universities at Calcutta, Bombay and Madras modelled on the University of London, which paragraph 36 describes as bodies “not so much to be in themselves places of instruction, as to test the value of the education obtained elsewhere” — examining and degree-granting, not teaching — and which were founded in 1857; a graded chain of schools from primary to college with at least one Government school in every district; and a grant-in-aid system to fund private and missionary schools. Three provisions inside that machinery are worth carrying separately because examiners like them. Grants in aid were to go, as a general principle, only to schools that charged “some fee, however small, from their scholars”, with normal schools exempted (paragraph 54). Teachers were to be trained in normal schools on “moderate monthly allowances” during training (paragraph 65). And education in Government institutions was to be “exclusively secular” (paragraph 84), the Bible available in college libraries but no religious teaching in school hours and none noticed by the inspectors. The Despatch was also candid about its limits: paragraph 99 warns that Government is “not sanguine enough to expect any sudden, or even speedy, results”, and paragraph 100 admits the bill would fall on “the taxation of the people of India”.
