Where does the El Niño current flow?

Correct — A, The Pacific Ocean. El Niño is a phenomenon of the equatorial Pacific and of no other basin. NOAA's own one-line definition is that ‘El Niño and La Niña are climate patterns in the Pacific Ocean’. The mechanism is specific to that ocean: in a normal year the trade winds blow from east to west along the equator, dragging warm surface water towards Indonesia and allowing cold, nutrient-rich water to upwell off Peru and Ecuador. In an El Niño year those trades weaken, the piled-up warm water sloshes back east towards South America and the upwelling shuts down. The name comes from the same coast — Spanish for ‘the little boy’, used in the fuller form El Niño de Navidad by South American fishermen as far back as the 1600s because the warm water arrives around Christmas, displacing the cold Peru (Humboldt) Current that normally feeds their anchoveta shoals. The index by which the world formally declares an event is equally Pacific-bound: NOAA's Oceanic Niño Index is the three-month running mean sea-surface temperature anomaly in the Niño 3.4 box, 120° W to 170° W, straddling the International Date Line in the east-central Pacific, with +0.5 °C or more counting as El Niño and −0.5 °C or less as La Niña. This paper was written in September 2023, three months after NOAA announced on 8 June 2023 that El Niño conditions had developed with the Niño-3.4 index at exactly +0.5 °C.

One thing the stem gets loose, and it is worth being straight about rather than repeating. El Niño is not a current. The Climate Prediction Center's own definition is that it "refers to the periodic warming in sea-surface temperatures across the central and east-central equatorial Pacific (between approximately the date line and 120° W)" — a temperature anomaly in a coupled ocean–atmosphere cycle, not a body of water travelling a fixed track the way the Peru Current or the Gulf Stream does. The Center is equally precise about how an event is declared: it "declares the onset of an El Niño episode when the 3-month average sea-surface temperature departure exceeds 0.5 °C in the east-central equatorial Pacific [between 5° N–5° S and 170° W–120° W]". Nothing in that definition is a flow.

Where the word "current" comes from is worth knowing, because it is not simply an error. The same Climate Prediction Center page records that "El Niño originally referred to an annual warming of sea-surface temperatures along the west coast of tropical South America" — the warm water Peruvian and Ecuadorian fishermen met each December, which older writing did describe as a warm counter-current running south against the cold Peru Current. Indian textbooks kept that nineteenth-century coastal sense long after oceanography moved to the basin-scale one, and the BPSC stem is written in that register. It does not change the answer — the old coastal sense and the modern ENSO sense are both Pacific — but a candidate who carries "El Niño is a warm ocean current" into a UPSC mains answer will lose ground, so learn the phenomenon as NOAA defines it and treat "current" as the paper's shorthand.

Why the other options are wrong — (b) The most seductive wrong answer, because the Indian Ocean does have its own coupled ocean–atmosphere see-saw — the Indian Ocean Dipole, defined by the sea-surface temperature difference between the western and eastern tropical Indian Ocean, and often discussed alongside El Niño in monsoon forecasts. But the IOD is a separate index in a separate basin: the Dipole Mode Index is the sea-surface temperature difference between a western box off East Africa and a south-eastern box off Sumatra, and it was named only in 1999, in a Nature paper by Saji, Goswami, Vinayachandran and Yamagata — three decades after Bjerknes had tied the Southern Oscillation to Pacific sea-surface temperatures. Two basins, two indices, two literatures. UPSC built a whole question on this confusion in 2011.  (c) The Bay of Bengal is not an ocean basin at all but a marginal sea of the northern Indian Ocean, and it lies almost entirely north of the equator. ENSO is an equatorial, basin-scale oscillation that needs thousands of kilometres of open ocean along the equator to develop: the Pacific runs about 150 degrees of longitude from the Indonesian archipelago to the coast of Ecuador, some 16,700 km at the equator, and the whole point of El Niño is that a warm pool can migrate most of that distance. The Bay of Bengal spans under 20 degrees of longitude and lies almost wholly north of the equator. Nothing of that scale is possible in it.  (d) BPSC's house fourth option, which pays only when two or more of the listed choices are genuinely right. Here exactly one is — El Niño is confined to the Pacific — so this option is a losing bet. Its presence is worth a second's thought rather than a reflex, and the arithmetic of this paper says which way: 'More than one of the above' appears on exactly one question of the 150 — this one — and is not the key. An escape option earns the mark only when each of the other three can be shown to fail, and that is the test to apply rather than any sense of how often it tends to be right.

Concept: El Niño is the warm phase of the El Niño–Southern Oscillation, or ENSO, a coupled ocean–atmosphere cycle in the tropical Pacific. The oceanic half is the sea-surface warming of the central and eastern equatorial Pacific; the atmospheric half is the Southern Oscillation, the see-saw in surface air pressure between Tahiti in the eastern Pacific and Darwin in the west, which Sir Gilbert Walker identified in the 1920s while he was Director General of Observatories in India, hunting for a statistical predictor of the Indian monsoon. The two halves are one system: weakened trade winds allow the warm pool to migrate east, and the warmer eastern ocean in turn weakens the trades further. The cold phase, La Niña, is the mirror image. NOAA records that events typically last nine to twelve months and recur irregularly every two to seven years, with El Niño generally the more frequent of the two. The mechanism that welds the two halves together was set out by Jacob Bjerknes in 1969 and is now called the Bjerknes feedback: weaker trade winds let the eastern Pacific warm, the warmer eastern Pacific flattens the east–west temperature gradient that drives the trades, and the trades weaken further. That positive feedback — not any transport of water out of the basin — is what turns a regional warming into a global climate event.
