Reason (R): Political parties contesting elections can allocate thirty-three per cent of seats they contest to women candidates without any Constitutional amendment. Creating a 33 % reservation of seats in Parliament or State Legislatures would alter the composition specified in Articles 80, 81, 170, etc., and therefore requires a Constitutional amendment—so Assertion A is false. Political parties are, however, free to allot one-third of their tickets to women without any constitutional change, making Reason R true; hence A is false but R is true (option d).
