Under Article 109(2)–(4) of the Constitution, the Rajya Sabha can only make recommendations on a Money Bill; the Lok Sabha may accept or reject them and then proceed to pass the Bill in either form. Therefore, even if Rajya Sabha suggests substantial amendments, the Lok Sabha can move ahead irrespective of those recommendations.
