Under Article 226/227, every High Court may issue writs and strike down any law—Central or State—if it violates the Constitution, so statement 1 is wrong. Since Kesavananda Bharati (1973) the Supreme Court has held that even a constitutional amendment is subject to judicial review and can be invalidated if it destroys the Basic Structure; therefore statement 2 is also wrong.
