Why

Correct — A, (a) Central — Nagpur. The headquarters of Central Railway is MUMBAI, not Nagpur — specifically Chhatrapati Shivaji Maharaj Terminus, the UNESCO World Heritage station in south Mumbai. Nagpur is a divisional headquarters, not a zonal one, and it is unusually prominent as one: it hosts the Nagpur division of Central Railway and, separately, the Nagpur division of South East Central Railway, which is the zone actually headquartered at Bilaspur. That double role is what makes Nagpur look like a zonal headquarters to a candidate who has seen the name on railway signage and timetables. The stem's emphasised 'not' asks for the single mismatched pair, and this is it: the other three pairs — Eastern at Kolkata, Western at Mumbai, Northern at New Delhi — are all correct as printed. Why the others are wrong

The city is worth a second look because it is also the headquarters of two other zones — South Eastern Railway, based at Garden Reach in Kolkata, and the Metro Railway, Kolkata — so Kolkata carries more zonal headquarters than any other city. A candidate who half-remembers that South Eastern Railway is at Kolkata may wrongly conclude that Eastern Railway must therefore be somewhere else, which is exactly the confusion this option invites.
(c)Western — Mumbai — Correctly matched, and so not the exception. Western Railway is headquartered at Churchgate in Mumbai, and it runs the busy corridor northwards through Gujarat as well as the Churchgate-Virar suburban services. This is the option most likely to be chosen by mistake, because it means Mumbai holds two zonal headquarters — Western at Churchgate and Central at Chhatrapati Shivaji Maharaj Terminus — and a candidate who assumes that no city can head two zones will move one of them. Two patterns make the list easier to hold. First, a city may head more than one zone: Mumbai heads two and Kolkata three. Second, several headquarters are not the largest city of their region but a historic railway town — Gorakhpur, Hajipur, Maligaon, Bilaspur, Jabalpur and Hubballi are all of that kind, which is why they look surprising and are therefore heavily used in matching questions.

Static general knowledge of this kind — zones and headquarters, states and capitals, institutions and their seats — is a fixture of the general awareness blocks, and the pairs format is the standard vehicle for it. The design principle is always the same: three correct pairs and one plausible substitution, where the substituted place is a real and important location within the same organisation. That is why the wrong item here is not an absurdity but Nagpur, a genuine divisional headquarters of two different zones. The habit that pays is to verify the pairs you are sure of first and let the remaining one carry the answer, rather than trying to adjudicate the least familiar pair in isolation.
