Match List-I with List-II and select the answer using the codes given below the Lists : List-I (Provision of the Constitution of India) A. Provisions related to Parliament B. Legislative powers of the Governor C. Borrowings by the Government of India D. Cooperative Societies List-II (Part of the Constitution of India) 1. Part-VI 2. Part-IX B 3. Part-XII 4. Part-V Codes :
- (a)A-4, B-3, C-1, D-2
- (b)A-2, B-1, C-3, D-4
- (c)A-2, B-3, C-1, D-4
- (d)A-4, B-1, C-3, D-2
Answer
Why
Correct — D, (d) A-4, B-1, C-3, D-2. Take the four provisions one at a time and each Part follows from what the Part is about.
A. PROVISIONS RELATED TO PARLIAMENT — Part-V. Part V is 'The Union'. Its second chapter is Parliament: composition of the two Houses, officers, conduct of business, legislative procedure and privileges, running from Article 79 to Article 122. So A pairs with 4.
B. LEGISLATIVE POWERS OF THE GOVERNOR — Part-VI. Part VI is 'The States', and it carries the Governor's whole office: appointment and powers in Chapter II, and in Chapter III the State Legislature, assent to Bills, reservation of a Bill for the President, and — the provision the phrase 'legislative powers of the Governor' usually points at — Article 213, the power to promulgate ordinances when the House or Houses of the State Legislature are not in session. So B pairs with 1.
C. BORROWINGS BY THE GOVERNMENT OF INDIA — Part-XII. Part XII is 'Finance, Property, Contracts and Suits'. Article 292 provides that the executive power of the Union extends to borrowing upon the security of the Consolidated Fund of India within limits Parliament may fix; Article 293 does the corresponding work for the States. So C pairs with 3.
D. COOPERATIVE SOCIETIES — Part-IX B. Part IX B (Articles 243ZH to 243ZT) was inserted by the Constitution (Ninety-seventh Amendment) Act, 2011, alongside the right to form co-operative societies in Article 19(1)(c) and the directive in Article 43B. It fixes board size, five-year terms, elections and supersession limits for co-operatives. So D pairs with 2.
Read as a code that is A-4, B-1, C-3, D-2 — option (d).
One case-law footnote worth carrying: in Union of India v. Rajendra N. Shah (2021) the Supreme Court struck down Part IX B in so far as it applies to co-operative societies operating within a single State, because the amendment had not been ratified by the States as Article 368(2) requires for a change touching State legislative power; the Part survives for multi-State co-operative societies. The Part number, which is what the question asks about, is unaffected.
Why the others are wrong
- (a)A-4, B-3, C-1, D-2 — This gets Parliament and co-operative societies right and then swaps the middle two: it puts the Governor's legislative powers in Part XII and the Union's borrowings in Part VI. Both halves of the swap are wrong for the same reason — Part XII is the finance Part, where borrowing belongs, and Part VI is the States Part, where the Governor belongs. It is the likeliest wrong choice because the two ends of the code look right and a candidate stops checking.
- (b)A-2, B-1, C-3, D-4 — The mirror image of (a): the middle pair is right, the two ends are swapped, so Parliament is sent to Part IX B and co-operative societies to Part V. Part IX B was inserted in 2011 for co-operatives specifically, and Part V has carried the Union — President, Parliament, the Union judiciary — since 1950.
- (c)A-2, B-3, C-1, D-4 — Every pair here is wrong. It is what a candidate produces by mapping the lists in the order they are printed rather than by subject, so A takes the second entry, B the third, and so on. On a Match List item the printed order of List-II is set by the examiner precisely to reward matching and punish sequence-following.
Concept
The Constitution is organised by Parts, and knowing the Part is often faster than knowing the Article. The ones this item uses: Part V, The Union — President, Parliament, the Union executive and judiciary. Part VI, The States — Governor, State executive, State Legislature, High Courts. Part IX, Panchayats, and Part IX A, Municipalities, both from the amendments of 1992; Part IX B, Co-operative Societies, from the Ninety-seventh Amendment of 2011. Part XI, relations between the Union and the States, which holds the legislative and administrative distribution. Part XII, Finance, Property, Contracts and Suits — the taxing power, the Consolidated Fund, the Finance Commission and, at Articles 292 and 293, borrowing by the Union and by the States.
A Match List is four independent questions scored as one, so the examiner only needs a candidate to be unsure of a single pair to take the mark away. The efficient method is to fix the pairs you are certain of, then see how many options survive: fixing C to Part XII alone leaves only two options here, and fixing A to Part V leaves one. Notice also how the wrong codes are built — one swaps the ends, one swaps the middle, one is a straight sequence — which is a standard construction across these papers.
The efficient attack on a Match List is arithmetic on the options rather than four separate recollections. Fix the pair you are surest of and strike out every option that contradicts it: settling A with Part V removes (b) and (c) immediately, and settling C with Part XII removes (a), leaving one option standing without B or D ever being considered. Because the wrong codes on these papers are permutations of the correct one rather than invented pairings, two secure pairs almost always suffice. This is the only Match List on the paper, so the technique earns its mark once here — but it is the same technique that decides the Match Lists in the accountancy block of the sibling papers.
Key facts
- Part V, 'The Union', contains Parliament at Articles 79 to 122.
- Part VI, 'The States', contains the Governor and the State Legislature; Article 213 is the Governor's ordinance-making power.
- Part XII, 'Finance, Property, Contracts and Suits', contains Article 292, borrowing by the Government of India on the security of the Consolidated Fund of India, within limits fixed by Parliament.
- Article 293 governs borrowing by a State, including the requirement of the Union's consent while a loan from the Union is outstanding.
- Part IX B, Articles 243ZH to 243ZT, on co-operative societies, was inserted by the Constitution (Ninety-seventh Amendment) Act, 2011.
- The same amendment added the right to form co-operative societies to Article 19(1)(c) and Article 43B to the Directive Principles.
- In Union of India v. Rajendra N. Shah (2021) the Supreme Court struck down Part IX B as it applies to co-operative societies within a State, for want of ratification under Article 368(2); it stands for multi-State co-operative societies.
- Part IX covers Panchayats (Seventy-third Amendment) and Part IX A Municipalities (Seventy-fourth Amendment), both of 1992.

Common traps
- Matching by printed order instead of by subject — the sequence code is deliberately offered as an option.
- Placing the Governor in the Union Part because his ordinance power resembles the President's.
- Sending borrowings to the Union-State relations Part; borrowing is in the finance Part.
- Forgetting that Part IX B is a 2011 insertion and reading 'Part IX' and 'Part IX B' as the same Part.
Match Lists in EPFO papers pair either Articles with subjects or Parts with subjects, and the distractor codes are built by permuting a correct code rather than by inventing pairs. Because of that, working from the pair you are surest about is more efficient than working through all four; two certain pairs almost always leave exactly one option standing.
