- (a)The ‘Swarna Jayanti Shahari Rozgar Yojana’ is an urban self-employment programme.
- (b)Drought-Prone Area Programme and Desert Development Programme were launched in 1970s.
- (c)The ‘Sampoorna Grameen Rozgar Yojana’ was launched after restructuring the ‘Integrated Rural Development Programme’ in 2001.
- (d)The ‘Swarna Jayanti Gram Swarozgar Yojana’ is a rural self-employment programme.
Correct — C, The 'Sampoorna Grameen Rozgar Yojana' was launched after restructuring the 'Integrated Rural Development Programme' in 2001. The year is right and the parentage is wrong. Sampoorna Grameen Rozgar Yojana began on 25 September 2001 by merging two wage-employment schemes — the Employment Assurance Scheme and the Jawahar Gram Samridhi Yojana — and it paid wages partly in foodgrain. The Integrated Rural Development Programme was a self-employment scheme of a different family, and it had already been folded into the Swarnajayanti Gram Swarozgar Yojana on 1 April 1999, two years earlier.
- (a)The 'Swarna Jayanti Shahari Rozgar Yojana' is an urban self-employment programme. — True as stated. Launched on 1 December 1997, it merged three earlier urban poverty programmes and its main limb was the Urban Self Employment Programme.
- (b)Drought-Prone Area Programme and Desert Development Programme were launched in 1970s. — True. The Drought-Prone Areas Programme dates from 1973 and the Desert Development Programme from 1977-78; both were area-development programmes of that decade.
- (d)The 'Swarna Jayanti Gram Swarozgar Yojana' is a rural self-employment programme. — True, and it is the very scheme that absorbed the Integrated Rural Development Programme in 1999 — which is what makes option (c) wrong.
Indian rural anti-poverty schemes split into two families that are constantly confused. Wage-employment schemes pay people to build assets — the National Rural Employment Programme, the Jawahar Rozgar Yojana, the Employment Assurance Scheme, then Sampoorna Grameen Rozgar Yojana. Self-employment schemes hand over an asset or a subsidised loan so a family can earn on its own — the Integrated Rural Development Programme, then Swarnajayanti Gram Swarozgar Yojana.
Track a scheme along its own family line and the mergers stop being memory work. Sampoorna Grameen Rozgar Yojana inherits the wage line and was itself subsumed when the employment guarantee arrived in 2006. Swarnajayanti Gram Swarozgar Yojana inherits the self-employment line and was restructured as the National Rural Livelihoods Mission in 2011. On the urban side, Swarna Jayanti Shahari Rozgar Yojana gave way to the National Urban Livelihoods Mission in 2013.
- Sampoorna Grameen Rozgar Yojana was launched on 25 September 2001 by merging the Employment Assurance Scheme and the Jawahar Gram Samridhi Yojana.
- It was implemented through the panchayati raj institutions and combined cash wages with foodgrain.
- The Integrated Rural Development Programme, with TRYSEM and DWCRA, was merged into Swarnajayanti Gram Swarozgar Yojana on 1 April 1999.
- Swarna Jayanti Shahari Rozgar Yojana came into operation on 1 December 1997.
- The Drought-Prone Areas Programme (1973) and the Desert Development Programme (1977-78) are area-development, not employment, programmes.
- Matching a scheme to a plausible predecessor merely because the years line up.
- Treating the 1999 and 2001 restructurings as one event.
