In the Cornwallis Code (Regulation III of 1793), Lord Cornwallis separated revenue and judicial functions because he feared that conferring both on the Collector created an unhealthy concentration of authority. He therefore removed the Collector’s magisterial/civil powers and placed them in the hands of a separate District Judge, retaining the Collector solely as ‘collector’.
