UNESCO (not UNICEF) proclaimed 21 February as International Mother Language Day in 1999, so Statement 1 is wrong. The first formal demand for recognizing Bangla as one of Pakistan’s national languages was indeed raised by Dhirendranath Datta in the Constituent Assembly of Pakistan on 23 February 1948, making Statement 2 correct.
