Correct — C, IV, I, II, III. Placing the four milestones on a timeline: (IV) the Constituent Assembly first met on 9 December 1946; (I) the Drafting Committee was appointed on 29 August 1947; (II) the Constitution was adopted and enacted on 26 November 1949; and (III) it came into force — its commencement — on 26 January 1950. Earliest to last is therefore IV → I → II → III, which is option C.

Why the other options are wrong — (a) This is almost the reverse of the true order — it puts the commencement (26 Jan 1950) first and the Assembly's first meeting (9 Dec 1946) last, which is chronologically backwards.  (b) The start (IV then I) is right, but it swaps adoption and commencement: the Constitution was adopted on 26 November 1949 (II) and only then came into force on 26 January 1950 (III), so II must precede III.
