(a)National Commission for Minorities appoints a Special Officer for linguistic minorities.

(b)It shall be the duty of the Union to develop the Hindi language as a medium of expression for all the elements of the composite culture of India.

(c)The word ‘Hindustani’ is mentioned in the Constitution with reference to the enrichment of the Hindi language.

(d)Every state shall endeavour to provide adequate facilities for instruction in the mother-tongue at the primary stage of education to children belonging to minority groups.
